The sackings of Blake Ferguson and Josh Dugan have left the Raiders way under the salary cap for 2014.
The club is in a better position than any of their rivals to chase big names if any become available.
The Raiders have had problems attracting big names in recent years but officials are confident that will change under Stuart's watch.
The dilemma, however, is that there are few quality players left unsigned for the Raiders to chase.
