Cornish calls for change to second-tier cap

Canberra youngster Mitch Cornish has called for the second-tier salary cap to be overhauled, describing the NRL's decision to deny him a first grade debut as ''unfair''.

The Raiders' under-20 captain was named at halfback for Sunday's season-ending clash with Cronulla, but won't play after the NRL knocked back the club's request for a second-tier cap exemption.

The NRL has already indicated the salary cap will be reviewed at the end of the season, and Cornish believes the second-tier system should be on the agenda.

''Some steps have to be taken, because it's just not fair to have your career riding on what their opinion is,'' Cornish said.

''You train all year to hopefully get a crack [at NRL] and once you do they knock it on the head.

''It's the most frustrating bit. You work so hard and everything you control you get right, and they take it out of their hands.''
